He has more than two decades of experience in acquisition, design, construction, and bed-down of complex electronic mission systems, both in the government and private sectors.  He has worked in all phases of the project lifecycle, including design, construction, operations & maintenance, retrofit, and disposal.  His structural expertise extends from earthwork, cast-in-place, precast, and prestressed concrete, steel, and heavy timber to exotic steel alloys and nonstandard construction materials such as aluminum and fiber reinforced plastic.

Todd is the owner of TLH Consulting Inc. He has worked on a variety of project types including commercial, residential, industrial, and institutional facilities. He has designed and analyzed structures constructed of a variety of materials including structural steel, stainless steel, reinforced concrete, reinforced masonry, wood, and cold formed metal framing. In addition to his engineering experience, he has two years of experience with a general contractor as an office engineer.
